Objective

Implement canonical judgment identity, source persistence, and safe correlation.

Scope

  • Implement strict neutral-citation parsing and canonical rendering.
  • Upsert canonical judgments from parsed citation components.
  • Implement nullable LawNet and eLitigation correlation.
  • Persist source metadata and replace ordered child-table data.
  • Preserve existing manual assignments.
  • Create reconciliation issues for missing, malformed, or conflicting data.

Depends on #2 and #3.

Completion criteria

  • Formatting variants correlate correctly.
  • Component differences do not correlate.
  • Malformed citations remain stored and searchable.
  • Existing manual assignments are not overwritten.

Complete all child issues, or merge a feature-branch pull request that resolves this issue.
